Not sure if you resolved your issue, but a couple things to try
Have you done the required MSDTC settings on the DB host?
Execute
C:\Windows\Microsoft.NET\Framework64\v4.0.30319\aspnet_regiis -iru on your vCAC server and do an IIS reset, try the install again
