How to create VCOPs email alerts filter ?

I have tried to follow below mention KB article and VMware vCenter Operations Manager Enterprise Administration Guide.

But I am unable to create VCOPs Email alert filter. Any one successfully configured filter like only critical alerts will be sent through email.

VCOPs version is 5.6
